For 29 years myself and others have witnessed 2 particular individuals not taking safety as a main concern in our paper mill here in Menasha Wisconsin. So many near misses and yet they seem to get away with no disciplinary measures. There will be a time where one more near miss will before more serious and then we will go back any say, Why didn't we do more? Why don't we do more NOW!
I need some ideas to present to our safety committee, RST Leads and others in authority.
Please help before it's too late.

Can you share any more details on the actions of these two individuals? Management? Hourly? Lead Men?
Are the near misses you are talking about things like:
-Not locking equipment out?
-Reaching into moving equipment?
-Not wearing PPE?
-Putting others in danger or just themselves?

The 2 individuals put themselves in danger by reaching into moving parts or crawling under moving reels of paper that are turning 5400fpm. Theses are hourly employees. A one particular time (over a year ago) one of theses employees fell about 10feet inside the felt section of the paper machine while we where putting a new fabric on and did not report the incident until 4 months later. 3 witnesses to this did not say anything either because of retaliation. And this list goes on and on. Do you see what I mean?

AS I am a new member to this forum, I don't wish to ruffle any feathers. I do wish to convey that "Safety is Everyone's Responsibility". That being said, I would go straight up the chain of command. For every person you go to, if you do not get any action taken, go up one more link. Until you get someone in charge to take it seriously. These two individuals may just get hurt or get another worker hurt in the future. I wouldn't want to live with that if I did nothing to prevent it.
